The children were taken into police protection for their own safety as the woman, 25, was arrested at Luton airport last week on suspicion of preparing for acts of terrorism. The youngsters, who had accompanied their mother on a flight from Istanbul, in Turkey, could be placed in care.
The social services department at Haringey council in north London is liaising with police to determine how best to safeguard the two children in the long term.
The authorities have refused to disclose the age or sex of either child, but they are both thought to be under 10. The action follows concern about the welfare of children being raised by extremist parents.
A number of British jihadists have travelled with their offspring to Syria and Iraq to join Isis, the terrorist group also known as Islamic State. Some children have been pictured wielding guns in images posted on social media.
