Although India hasn't yet denounced Russia's actions in Ukraine, it joined the other Quad nations in stating that the use or threat of nuclear weapons is "inadmissible" and calling for a "just" peace because, as US Secretary of State Antony Blinken stated, aggressors cannot be allowed to get away with their crimes.

The Quad foreign ministers, including Japan's Yoshimasa Hayashi, who travelled to India for the ministerial after skipping the G20 summit, for the first time mentioned the Ukraine issue in a Quad foreign ministers' joint statement in response to Russia's suspected use of nuclear coercion. But, Ukraine was included in a joint text that the leaders released following their summit in Tokyo last year.

In a message to China, the Quad strongly opposed any unilateral action meant to change the status quo or increase tensions in the South and East China Seas, while reaffirming commitment for a free, open, inclusive and resilient Indo-Pacific.

Amid China’s increasing influence in the UN, the ministers committed to cooperate to address attempts to “unilaterally subvert the UN and international system, in consultation with our partners and through multilateral and international platforms’’.

The ministers emphasised the necessity of a comprehensive, just, and long-lasting peace in Ukraine in accordance with international law, particularly the UN Charter, according to the joint statement on the Ukrainian conflict.
