India hit out at Pakistan foreign minister Bilawal Bhutto for raising the J&K issue in Germany, saying the Union territory had borne the brunt of a terrorist campaign for decades. India also reminded Germany that all “serious and conscientious” members of the global community have the responsibility to call out cross-border terrorism.
While Bilawal spoke about alleged human rights violations in J&K, his German counterpart Annalena Baerbock had said after her meeting with him that Germany also had “role and responsibility” with regard to the situation in Kashmir and, it supported “intensively the engagement of the United Nations to find peaceful solutions in the region”.

All serious and conscientious members of the global community have a role and responsibility to call out international terrorism, especially of a cross-border nature, said the Indian government in its response. “The Indian Union territory of Jammu and Kashmir has borne the brunt of such a terrorist campaign for decades. This continues till now. Foreign nationals have been victims there, as also in other parts of India,” said MEA spokesperson Arindam Bagchi, adding the UN Security Council and FATF were still pursuing Pakistan-based terrorists involved in the horrific 26/11 Mumbai attacks.
